DescriptionCorrespondence, drafts and final reports as well as comments on the report of Joint Working Party of the Royal College of Psychiatrists, Royal College of Nursing and British Psychological Society to formulate ethical guidelines for the conduct of programmes of behaviour modification in the National Health Service. The Working Party was set up by the Secretary of State for Health Sir Keith Joseph as a response to an investigation into medical and nursing practices at Napsbury Hospital in 1973 - its first meeting was on 12 March 1974. It reported in 1979 and after changes the final report was published by the HMSO in 1980.

Includes introduction, information and access, consent, control, responsibility, review bodes, training, summary and recommendations. Appendices include a definition of behaviour modification, current British practice in behaviour modification; questionnaire sent to bodies providing evidence (Association of Educational Psychologists, Association of University Teachers of Psychiatry, British Association for Behavioural Psychotherapy, British Association of Occupational Therapists, Campaign for the Mentally Handicapped, Department of Education and Science Schools Department, Institute of Mental Subnormality, Institute of Psychiatry, Mental Patients' Union, MIND, National Association for the Advancement of Behavioural Analysis and Change, Royal College of Nursing, British Psychological Society, British Society for the Study of Mental Subnormality, Joint Board of Clinical Nursing Studies, The Patients Association and The Royal College of Psychiatrists), list of hospitals visits (526 hospitals were contacted, 115 replied that they were using behaviour modification techniques and during April 1975 7 were visited), a list of individuals providing oral or written evidence (A Altschul, D H Clark, C Gathercole, L O Gostin, A Kushlick, I M Marks, T R Miles, A J Tierney and B A Williams), 'Review Bodies - An Alternative View (C P Seager), Florida Guidelines for the Use of Behavioural Procedures in State Hospitals, Minnesota Guidelines for Behaviour Modification Programmes and a definition of legal responsibility.

The Working Party was chaired by Oliver Zangwill (one of the representatives of the British Psychological Society) and included D E Blackman, J Dovey, M Edwards-Evans, J C Gardner, J N Hall, W A Heaton-Ward, M W Jackson, C C Kiernan, I S Kreeger, F J Lewis, P D Mellor, C P Seager and P Whiffen.

The Professional Affairs Board of the British Psychological Society set up their own Working Party in January 1981 to prepare comments on the published report (Chris Cullen, Bernard Kat and F McPherson) arguing that the report was superseded by later guidelines, psychological research and the recommendation of the Nodder Committee (Working Group on Organisational and Management Problems of Mental Illness Hospitals
