AdminHistoryThe Mental Health Act (1983) for England and Wales intriduced some changes to mental health legislation relating to those individuals previously referred to legally as the 'mentally deficient' or 'mentally subnormal', rather than have a category for 'mental handicap' or of 'severe mental handicap'. Instead two new categories 'mental impairment and severe mental impairment were introduced into the legislation. The Mental Health (N. Ireland) Order 1986 also introduced changes the term 'person requiring special care' was abandoned while the categories of'mental handicap' and 'severe mental handicap' were introdcued for the first time.
Netierh the Mental Health act (1983) nor the Mnethal Health (N. Ireland) order provided operationla guidelines for the proper allocation of individuals to the appropriate categories. In 1991 the British Psychological Society published 'Mental Impairment and Severe Mental Impairment: A Search for Definitions' which set out the case for objective operational guidelines in the area. Operational Guidleines were drawn up for Northern Ireland in 1995 - which also put the case that psychologists preferably chartered psycholigsts should be the ones who utililised them
