AdminHistoryIn June 1971 the White Paper Better Services for the Mentally Handicapped' reviewed existing services for the mentally handicapped. In February 1975 the philosophy and general approach of the White Paper were reaffirmed by the Secretary of State for Social Services. The Jay committee wanted to examine recommendation 74 of the 1972 Briggs Report on Nursing to enquire into the nursing and care of the mentally handicapped in the light of developing policies, to examine the roles and aims of nurses and residential care staff required for the care of mentally handicapped adults and children; the interrelationship between them and other health and personal social services staff. The enquiry opened in 1976 and reported in 1979
