AdminHistory | The 1988 Griffiths report led to a 1989 white paper 'Caring for People: Community Care in the Next Decade' which in turn led to the National Health Service and Community Care Act of 1990 - which introduced an internal market into the supply of healthcare, making the state an 'enabler' rather than a supplier of health and social care provision. |
