DescriptionBritish Psychological Society comments on a Department of Health consultative document 'Care in the Community Moving Resources for Care in England.

This consultation canvassed a number of specific ways of removing existing obstacles to the transfer of resources from health authorities to the personal social services. The over-riding purpose of such transfers would be to 'enable people who do not need to be in hospital to be moved into the community.' A further document Care in the Community and Joint Finance was released in 1983 [see BPS Professional Affairs Board PAB Papers 1983.

AdminHistoryThe 1988 Griffiths report led to a 1989 white paper 'Caring for People: Community Care in the Next Decade' which in turn led to the National Health Service and Community Care Act of 1990 - which introduced an internal market into the supply of healthcare, making the state an 'enabler' rather than a supplier of health and social care provision.
