AdminHistory | In 1987 the Professional Affairs Board set up a Steering Committee on Test Standards. A key part of the Committee's strategy has been to encourage the development of assessable competencies in the area of assessable competences in the area of psychometric assessment. An implementation group, chaired by Dave Bartram, was set up to define relevant standards and develop a set of competence based qualifications in occupational testing. The first stage of the process was the definition of standards for 'Level A' which define the general knowledge underpinning testing and psychometrics and cover the skills associated with the use of group ability tests. Level A came into operation on 1 July 1991 with the certificate of competence in occupational tests (level A) and the establishment of a Register of Competence in Occupational Testing (RCOT).
