The report explains that although dark adaptation is a largely physiological process, night vision involves much more psychological efforts, and thus the two terms are not synonymous. As such, it is important to develop a test which considers both factors, as teh report explains that both mental ability and personality factors can influence one's night vision, potentially even compensating for a poorer dark adaptation.
