The report begins by outlining the distribution of gradings of men trained as naval instructors. The investigation then compares the scoring overlap across a number of personal qualities included in the grading system, in an effort to assess which qualities seem to have the most consistent overlap in each individual. A correlation between intelligence tests and results is carried out, concluding that the instructor should, in general, be more intelligent than the individuals he is training. The report is supplemented by a data appendix.
