Frank Hales was educated in France, Germany and London. He matriculated to Cambridge and was admitted as a pensioner at Trinity College, then an exhibitor and finally a scholar. Hales graduated B.A. first class in the Moral Sciences Tripos. In addition Frank Hales was awarded the Allen Scholarship.
At the 2nd scientific meeting of the [British] Psychological Society 3 May 1902 Hales read a paper on "A Contribution to the Analysis of the Process of Comparison". At the meeting of 6 December 1902 he read a paper on "The Fluctuation of the Dream Image"

Frank Hales migrated to Canada in 1906 and his resignation from the British Psychological Society was accepted in 1907.
In Montreal, Hales worked for the Grand Trunk Railroad as a ticket agent. Later he travelled west and bought 108 acres of land in Armstrong district. Hales then returned to Montreal where his fiancee Alice Hutton Sly joined him from Croydon. They married in August 1907 and returned to their home in Armstrong. The Hales' named their farm "Trinity Ranch" after Hales' alma mater at Cambridge. They engaged in mixed farming and Hales' scientific approach to farming culminated in his introduction of new crops to the district. In 1920 Hales started cattle farming and supplied a number of bulls to the Federal Department of Agriculture. Hales was a charter member of the political reform group C.C.F. (Cooperative Commonwealth Federation). Hales continued farming in Armstrong until his death in 1952.
